Personality: Hailey is a very calculating and analytical person, who asses all she has and what she's got to lose before acting. She's not very impulsive unless it has to do with her brother, Asher, who she's very protective of. She's very old fashioned in her beliefs, with some of those beliefs being very radical, as seen through her membership in the Circle. But because of her extensive traveling, she's very respectful of other's beliefs and customs. Hailey loves fiercely, but doesn't let people in all that easily.

History:
Hailey Elizabeth Lowell was born in Idris to Jean and Pierre Lowell, in their manor just outside of Alicante. Hailey grew up with many other shadowhunter children in the country lands of Idris, and grew up in a home filled with prejudice and bigotry. Hailey was taught that downworlders were creatures that never should have been created to begin with, with their destruction being a gateway to perfecting a world where shadowhunters would reign supreme. Her parents were supporters of Valentine within their own homes and group of friends, but publicly distanced themselves from the movement due to the young ages of their two children. Although they weren't big supporters to the public, the Lowell's raised their children with the ideas the Circle propped themselves up on.
When Hailey was 12, her father was infected with lycanthropy from a rogue werewolf in the Brocelind Forest outside of Alicante. Her father had managed to kill the werewolf before he escaped, but it was too late. He had been bitten multiple times, and killed himself with the help of his wife later that night. Jean Lowell used this as a lesson to her children to illustrate the damaging effects of downworlders and all other unnatural creatures in the world. One had led to the death of their own father. This hardened Hailey's heart, setting the prejudices deep in her psyche.
Hailey finished her shadowhunter training by the time she was of age in shadowhunter society. When she turned 18, Hailey decided to travel to institutes in other areas of the world to get a grasp on the culture outside of Alicante. She was gone for a total of 8 months, in which she had traveled to more than 10 institutes and countries. It was while traveling that she caught wind of the new Circle being formed with Jonathon Morgenstern at the center of it all. She became intrigued, but decided to give it no attention due to the failures of the past Circle, with Valentine Morgenstern at it's heart.
Jean Lowell had become reclusive since Pierre's death six years prior, and it wasn't until Hailey left that her mental health began to deteriorate rapidly. Asher found her hanging from a high beam in the family manor's training room. Hailey rushed home, and blamed her mother's suicide on downworlders leading to the death of her father. She became a part of the new Circle as a result, vowing to help in any way she could to destroy downworlders. Hailey became heavily involved in shadowhunter politics, and was appointed to the Council as a representative of the Lowell family. She splits her time between the Lowell family mansion, the Circle hideout, and a flat in New York, which she bought for herself and Asher for when they need an escape.

Millie walked through the doors of the institute, looking around and instantly compared the New York Institute with the Chicago Institute. It was very much the same however, due to the nature of Institutes. They weren't meant to be personalized to the head's liking, and were always in churches. The Chicago one was right near a cemetery just outside of the main city, and looked eerily similar in build to this one. It made her a little homesick, but she quickly pushed that away to see if she could find a pattern to the layout. It was quiet, and she was hoping she wouldn't run into anyone. Her situation was unique, and it was always awkward explaining it to shadowhunters she encountered.
She caught on quickly. After some wandering and observing, she found herself in the training room. God, it looks and smells like the one back home, Millie thought to herself, noting the clean and fresh smell of the room. The training rooms were always much better than most mundane gyms and locker rooms, and she was grateful. High school gym classes had been horrible.
She looked around, and saw doors that led to either an equally nicely kept locker room or the armory. She rolled her shoulders, and chose the armory. She had arrived in running clothes, which were suitable enough for training at the Institute. Opening the door, Millie was blown away by the sheer size of the armory. The one back in Chicago had also been huge, but she hadn't seen it in five years. Her eyes instantly zoomed in on a whole portion of the room dedicated to bow and arrow, and her fingers twitched in anticipation.
